County Seat: Mansfield On January 16, 1808, Richland Co. and what is now the western portion of Ashland Co. were created and placed under the jurisdiction of Knox Co. until the legislature thought proper to organize it. Mansfield was laid out on June 11, 1808 by James Hedges, Jacob Newman and Joseph H. Larwill.
